Article I: Name
This organization shall be referred to as the Kent State University Student Chapter of the Association for Computing Machinery (ACM).
Article II: Purpose
The Chapter encompasses the ideals and purposes of the National Association, as well as providing social and educational support to the students of Kent State University.
Article III: Membership
Section 1: Eligibility
Any part-time or full-time student of Kent State University is eligible to join the Chapter.
Section 2: Suspension and Expulsion
A majority vote of the Officers will act as a recommendation to the Faculty Advisor that a member shall be suspended or expelled from the Chapter on the basis of breaking the charter or its bylaws. More egregious offenses are brought directly to the Faculty Advisor or Department Chair. The party in question has the option of appealing the punishment.
Article IV: Officers
Section 1: Titles and Authority
The Officers of the Chapter are named President, Vice President, Secretary, Treasurer, Recruitment Officer, and Webmaster.
Section 2: President
The President's responsibilities are to host ACM meetings, make decisions on various actions, and act as a master of ceremonies.
Section 3: Vice President
The Vice President's responsibilities are to assist the President in his/her duties and to take over the duties of the President should the President be unavailable.
Section 4: Secretary
The Secretary's responsibilities are to keep meeting minutes, inform members of meeting proceedings, and keep members up to date.
Section 5: Treasurer
The Treasurer's responsibility is to organize finances. These responsibilities include, but are not limited to, controlling the monies, as well as balancing organizational funds. Money transactions can only occur after a majority vote of the members.
Section 6: Webmaster
The Webmaster's responsibility is to administer the Chapter's website.
Section 7: Recruitment Officer
The Recruitment Officer's responsibilities are to increase membership, promote organizational involvement on and off campus, and perform public relation duties.
Section 8: Advisor(s)
The Advisor(s) must include at least one Faculty Advisor. The Faculty Advisor provides assistance and advice and is the liaison to the faculty and staff of Kent State University. A Student Advisor may exist and will assist any Advisor or Officer in any of their duties.
Article V: Meetings
Section 1: Location and Frequency
Meetings shall be designated as Officer Meetings and General Meetings and each shall be held at a minimum of every three weeks, unless otherwise specified at the beginning of each semester. These specifications must be approved by majority vote.
Section 2: Election Meeting
The Election Meeting shall be held once a year either in the last meeting of the Spring semester or the first meeting of the Fall semester. All Officer positions shall be filled by majority vote of all in attendance. At least three positions must be filled by undergraduate students. The President and Treasurer positions must be held by two individual undergraduate students.
Section 3: Quorum
The Chapter shall maintain a quorum of five members in order to make any official decisions.
Article VI: Disbursement and Dues
Section 1: Disbursement
In order to disburse money from the treasury, a motion must be made on the floor of the meeting, seconded, and then passed by a two-thirds majority vote.
Section 2: Dues
Currently there are no dues.
Article VII: Bylaws
Bylaws may be adopted or amended by a two-thirds majority vote of all voting members. The Officers have all authority in interpreting the bylaws.
Article VIII: Amendments and Procedures
Section 1: Amendments
This Charter may be amended by a two-thirds majority vote of the members in attendance. In order to propose an amendment, a motion must be made on the floor and seconded by any member. The amendment must then pass a unanimous vote of the Officers.
Section 2: Procedures
Motions must be made on the floor, seconded, and then passed by majority vote. Motions may be vetoed by a majority vote of the Officers.
Article IX: Dissolution
In the event of the revocation of the Charter, all remaining assets in the Chapter treasury go to the ACM National Chapter. Unallocated funds given to the Chapter by any third party must be returned upon request.
Article X: Ratification
This Charter must be ratified by majority vote of Chapter members in attendance at time of ratification.
